The Department of Hussayni Rituals and Processions in Iraq and the Islamic World of the Holy Shrines of Imam al-Hussayn and al-Abbas (peace be upon both of them), opened an operations room to organize and coordinate the work of the mourning and service processions that will participate in the Ziyarat Arba'een this year, and the issuance of identity cards and legal guarantees for them in cooperation with the Karbala Police Directorate.
Assistant Head of Department Mr. Hashem Al-Mousawi told Al-Kafeel Network, saying: “After the success of the plan that we prepared for the Ziyarat Ashura, we started the preparations for the Ziyarat Arba’een, and at the forefront of these preparations is the issuance of IDs and guarantees for processions, and this is considered one of the most important legal and organizational procedures for the work of processions during the Ziyarat Arba'een, and that is to ensure the organization and coordination of their work and the preservation of their public contexts, in cooperation with the relevant authorities in the Karbala Police Command.
He added, "Our work is two-fold, the first is organizational and coordination, and it is the responsibility of our department, and the other is security that is the responsibility of the police directorate in the governorate, so that these two tasks are joined together to issue these ID cards and guarantees that no procession can operate without them, whether the procession is a mourning or a service procession. ".
He explained: “The department’s representatives scattered in the governorates have worked to register processions wishing to participate in this Ziyarat, and they have provided us with their data for the purpose of unifying and entering them in the processions department’s database, after which the authorization and identity is issued, which is considered an approval feature to practice these acts.”
It is noteworthy that the ritual department is the only official body responsible for organizing and documenting the work of the Hussayni bodies and processions, by issuing identity cards and legal guarantees in cooperation with the security services, and that the civil society organizations that provide services to the Hussayni processions and bodies are only supportive organizations, and they are not legally responsible for organization and documentation.
