The head of the commissioners and agents of the office of Sayed. Ali Al-Hussayni Al-Sistani; Sayed. Mohammed Hussayn Al-'Ameedi has explained during the discussion seminar held within the seventh edition of the festival of Imam Al-Hassan (peace be upon him), by answering one of the questions directed to him by one of those present, the question was as follow: "The supreme religious authority has issued the fatwa of sufficient duty for the jihad excluding the employees, as we know we have in the governmental departments with all its institutions hundreds thousands of employees, but in fact we find in each department only 10 to 20 employees who can handle to perform their professional duty while the rest can join the military institution, especially that most of them are young people who have combat experience, so what is the opinion of the religious authority on this subject?"

Sayed Al-'Ameedi replied as follow:"The religious authority did not exclude the employees, but it referred them to the approval of their administrative superiors, the employees may submit an application, if their superiors (General Director or Minister) agree on their request deciding that they could dispense some of their employees, then they can go into combat, noting that the higher authorities must be accurate in their decisions as this conflict may be long, and everyone must have the same enthusiasm as the country may require more volunteers in the future in order to eliminate this criminal and terrorist groups."
