The Department of Planning and Human Development at the Al-Abbas's (p) Holy Shrine adopts a notarial program for the displaced as a prelude to show their suffering to the international organizations..

The Department of Planning and Human Development at the Al-Abbas's (p) Holy Shrine adopted a special program for the displaced who came to the holy city of Karbala as an outcome of the terrorist and Takfiri acts that they have been subjected to, of murder, displacement, looting, raping, terrorizing women and children and other insane and violent crimes.

The head of the Department of Planning and Human Development at the Al-Abbas's (p) Holy Shrine; Mr. Fouad Al-Qazwini spoke about this program, saying: "As a result of the negligence of the international and humanitarian organizations about these crimes, which are genocides against humanity, our department decided to adopt this program. For this, we have chosen a group of the employees to participate in a session to introduce them to how to deal with the displaced families and to monitor the different groups who have been displaced to provide the statistics. Therefore, we have cooperated with the professor Waleed Al-Ka'bi who, is a specialist in the field of relief and development and an adviser at the United Nations in order to supervise this session and to present theological and practical lectures to the employees."

He added: "This group evaluates the size of the displacement problem to the holy city of Karbala, in order to put real and accurate figures to the number of the people displaced, in addition to identifying the causes of displacement, and thus, after the application of this regulatory mechanism, it is accompanied with very accurate figures, for presenting it to international organizations for relief, especially the Relief Organization of the United Nations, as these organizations operate according to certain global certified criteria. And, all that comes from within the goal sought by the Al-Abbas's holy shrine in order to let the world know about the extent of the suffering of these people."

Mr. Al-Qazwini continued: "The team in charge of this program works also to document the suffering of the Iraqi people, especially the followers of Ahl Al-Bayt (peace be upon them) who are exposed to the genocide at the front-side of the world, which stands silent towards these crimes, and taking as excuse the political process and the governmental system in Iraq. The aim of this program is also to monitor the number of the committed crimes and identify their types, some of which regard demolition of mosques, Hussaynyat and shrines and also cases of rape, looting and brutal crimes, to which are exposed the population in those areas. These accurate statistics will help in the process of providing services to these displaced and show the size of damage, all of which will be submitted to government authorities in the province."

Explaining: "We formed a committee composed of twelve employees who, go to areas populated by the displaced people for the purpose of writing their own needs, and it is worth mentioning that among these displaced there are governmental employees and teachers that we will find a way to deliver their financial dues. Also, the fact that most of the displaced families from the city of Mosul do not speak Arabic, is a problem that may encounter the members of the committee who, seek to provide these people with adequate services and requirements."

Noting: "This program also targets is the media side, as we notice these days that a lot of international tv channels stand with the terrorists gangs that launch misguiding Fatwa for killing specifically the followers of Ahl Al-Bayt (peace be upon them)."
