The Department of rituals and Hussayni processions in Iraq and the world at the holy shrines of Imam Al-Hussayn and Al-Abbas (peace be upon both of them) - The direct responsible body for organizing the rituals and Hussayni procession in Iraq and the world, has issued the instructions of the servie and condolences rituals of Ziyarat Arba'een of Imam AL-Hussayn (peace be upon him) of the year 1437 AH.
The head of the mentioned department has stated to Al-Kafeel Network the following:
"The department has issued special instructions for Ziyarat Arba'een of this year 1437 AH.
These instructions and commandments have been distributed in the form of printed copies to all processions and associations even those coming from the rest of the world. And, we recommend that all citizens and hussayni processions comply with the instructions issued by the administrations of the two holy shrines to maintain the safety and the security of the visitors and the smooth flow of the Ziyarat, for its success as in every year. " The instructions are as follows:
1- All members of the processions have to respect the prayer time, and it is not permissible to open the loudspeakers during prayer, taking into account the sound volume and the sanctity of the holy place.
2- All brothers owners of the Hussayni processions have to respect the sanctity of the province of Karbala.
3- All Hussayni procession have to respect the schedules of the Ziyarat for one time, according to the type of the ritual, noting that the time of Zinjeel processions will be on the 16-17th Safar and the Latm [lamentation] procession on the 18-19th.
4- It is not allowed to erect the processions (tents) in the parks and middle gardens and we hope that they will respect the trees that adorn the streets of the city of Imam Al-Hussayn (peace be upon him).
5- The processions will enter exclusively from the Gate of Qibah of Imam Al-Hussayn (peace be upon him) and the exit will be from the Gate of "Qadi Al-Hajat" leading to the area between the two holy shrines, then entering the Al-Abbas's (p) holy shrine then leaving to their headquarters.
6- All processions have to note that there won't be any reading in the two holy shrines because of severe congestion.
7- The responsible of the procession has to show the written pledge issued by the Police Directorate of the holy city of Karbala and also his ID card issued from the Department of rituals and Hussayni procession in Iraq and the world, at the Al-Abbas's (p) holy shrine.
8- The resposnible of the procession is th edirect responsible of the safety of his procession and he has to prevent any stranger to enter the procession and he has to put two people identifying the members of the procession at the entrance of the holy shrines to identify the procession members before entering it.
9- Examining the audio devices and cameras to ensure them in terms of security.
10- Firearms, cold weapons and water sprinklers are not allowed.
11- Not raising any picture of religious symbols, so that the occasion is purely of Imam Al-Hussayn (peace be upon him).
12- The likening presentations beyond the Arba'een occasion are not allowed, and it is obligatory to commit to this, as the inappropriate likening presentations will be sent back from the main bar, noting that when Imam As-Sajjad and the captives of Ahl Al-Bayt (peace be upon him) returned, they were not accompanied with any armies or Umayyad leaders, without chains ...
13- Sticks, banners and flags that do not fit the rituals of Ziyarat Arba'een are not allowed.
14- Processions will be provided with an official booklet to facilitate their mission to enter the processions equipements by the authorized liaison officer of the Hussayni porcessions from the Police Department of Karbala.
15- The installation of the processions inside and outside the city is the responsibility of the processions division officer.
16- We hope that the visitors will comply only to the instructions and the entry schedules issued by the Department of rituals and Hussayni processions at the Al-Abbas's (p) holy shrine, and to cooperate with the servants of the two holy shrines, Hussayni processions and the employees of the competent security services.
17- It is not allowed to carry the heads and bodies in the "likening [Tachabeeh]" condolences and at the processions headquarters because of the attenuation and weakening the sacred characters.
18- "Adda'n" processions will be allowed only on the 15- 16th of Safar.
19- Large sized radial "Dammamat" are not allowed and it is not allowed to beat drums inside the shrines because it affects the new construction.
20- Each procession has to bring a fire extinguisher and put it in a clear place to be accessible under the hand of those cooking to deal with any fire or emergency -God forbid-
21- Respecting streets and public properties, including the heavy water streams, not setting up tents above the sewer openings, not throwing food waste in them and not tamper with their lids to ensure the smooth flow of water drainage.
22- Firewood is not allowed in the city, and the cooking is allowed only on gas.
23- women are not allowed in the Zinjeel and Latm processions.
24- Identification plate should be placed on the procession's door, in which is written the responsible person's name and his phone number.
25- Zinjeel and Latm processions are allowed of entry twice, and a seal is put on their document noting the entry numbers.
26- If any adverse case is noticed close to the procession, please visit the nearest security detachment to report it or call the Department of rituals and procession on 07800678925.
27- The brothers owners of processions are requested to remove all steel structures and debris straight away after the end of the Ziyarat rituals.
