The Religious Authority al-Fayadh issued a statement confirming that the victory is achieved by two things: The fatwa of the supreme religious authority and the response of Iraqis to it.

In the name of Allah, the Entirely Merciful, the Especially Merciful.

Praise be to Allah, the Lord of the Worlds, and Allah's prayers be upon Mohammad and upon his holy and venerable Household.

The Almighty said: {..."Never will I allow to be lost the work of [any] worker among you, whether male or female; you are of one another. So those who emigrated or were evicted from their homes or were harmed in My cause or fought or were killed - I will surely remove from them their misdeeds, and I will surely admit them to gardens beneath which rivers flow as reward from Allah, and Allah has with Him the best reward."} (3:195).

Peace be upon them patient Mujahideen from the sons of the Iraqi people...

We are celebrating these days with reverence a cherished occasion on our hearts; the noble birth anniversary of the Holy Prophet Mohammad (Allah's prayers be upon him and upon his holy Household). And the honor of these days is increased by the moral victories and truthful gains, derived from the light and justice of his message (Allah's prayers be upon him and upon his holy Household) and the justice and lenience of his approach.

When the believers rose to fight the darkness and the brutal terrorism represented by the terrorist ISIL gangs that almost covered with its darkness and injustice the sun of the homeland, and brought along with its aggression and its hatred, the hardships and misfortunes.

We congratulate you on this occasion, and we ask the Almighty Allah to bless us all to the guidance and following His good deeds and His biography, and insight in religion and the world, to be among the righteous who oppose the wicked in word and deed and to be strength for the truth.

Brethren! The danger of the sedition of the terrorist gangs from ISIL and its alike, would not have been buried and turned its page, if it was not for the following two points:

First: The vigilance of the supreme religious authority in Najaf, and its understanding of the circumstances in which the danger of terrorism emanated, based on accumulated experience and wisdom gained from adopting and understanding the historical positions of the Imams (peace be upon them), and with a sincere desire to the cohesion of the wings of this country and prevent its structure from being cracked. Its position was to urge those who can bear arms to stand up to face the threat and terrorism of ISIL, echoing the holy verse: {Permission [to fight] has been given to those who are being fought, because they were wronged. And indeed, Allah is competent to give them victory. [They are] those who have been evicted from their homes without right - only because they say, "Our Lord is Allah." And were it not that Allah checks the people, some by means of others, there would have been demolished monasteries, churches, synagogues, and mosques in which the name of Allah is much mentioned. And Allah will surely support those who support Him. Indeed, Allah is Powerful and Exalted in Might.} (22:39-40).

It also encouraged the people of its scientific possession to participate in the battlefields to strengthen the hearts of the defending fighters, and provided a constellation of dear martyrs, including those who gathered the virtue of science, jihad and martyrdom.

Second: The successful and quick response of the people to the fatwa of the sufficient duty for Defense, was in the best form of alertness to achieve this purpose, and it was an epic situation and honorable image of all segments and sectors with money and soul and all that can be offered, until this matter was conducted and your patience and Jihad were fruitful, and the hardship was relieved. And this was not strange from you, as you were racing to the good morals, which you inherited from your ancestors who whenever they were surrounded by injustice, revolted against it and refuted its void, and fought it to turn it into loss, and the revolution of 'Ishrin [twenty] is a proof for this. We do not miss to thank all those who have sincerely stood with the Iraqi people and its security forces during the hardship and who contributed in lifting of their ordeal.

Moreover, the responsibility of the parties before God and before this oppressed people, requires them to carry out basic and fundamental reforms and to form a government based on a true and realistic system of educated and honest figures, from the intellectuals and believers, and they have to uproot the roots of quotas and sectarianism so that the state can organize the matter of the country, and take it out of the tragic situations and reduce the salaries of officials and their allocations and the right of retirement, benefits, treatment, guards and others.

And the reform of the country is to criminalize the corrupt, and even if it is a fine thing, but as long as the quota exists, the country returns to the first square.

In conclusion, we say: O honorable people, we look forward to a bright future for you, and we invite you to unify your matter and your word and to gather your ranks, so you can enjoy the stability, and so that the security fill the country and you preserve your principles, religion, identity, authenticity, sanctities and your dear country. May Allah gather bestow upon you rectitude and unity of your matter, and make the evil of your enemies go back to them.

And Peace, mercy, and blessings of God be upon you.
