A preliminary agreement between the al-Abbas's (p) Holy Shrine and the Muthanna province to implement service projects in the province, including a trench to strengthen the security aspect, during a meeting led by Governor Ahmad Manfi Jawad, who stated:

"The visit comes within the framework of the recent agreements with the leadership of the Abbas (peace be upon him) fighting squad, which visited the province within the "Wafa" campaign to Samawah," noting that: "They met with the eminence Senior Official of the al-Abbas's (p) Holy Shrine; Sayed Ahmad al-Safi and discussed with him the situation of Muthanna in an extensive manner and the implementation of the holy shrine of projects in the province and help the province that lacks the high voice in the central government." Indicating: "His Eminence promised to discuss the subject of 320 km security trench in Muthanna," referring to the discussion of the investment of areas of land in the desert of Samawa, especially that there is consent in principle by the province, in addition to the discussion and the establishment of a road (O Hussein) by the joint effort of Holy Shrine and Muthanna province, "stressing that this visit will be a new start for the province of Muthanna.

For his part, Muthanna province police chief Major General Sami Saud said: "His presence in Karbala for direct security coordination with the supervisor of the al-Abbas (peace be upon him) Fighting Squad; Sheikh Maitham al-Zaidi, as there are positive steps and direct security coordination."
