The Department of Rituals and Processions starts the operations to organize and coordinate the condolences and service processions during Ziyarat Arba'een.

After the success of his plan during the Ashura season, the Department of Rituals, Processions, and Husseini Bodies in Iraq and the Islamic World of the Holy Shrines of Imam al-Hussayn and of al-Abbas (peace be upon both of them) has recently opened a joint operations room in cooperation with the Holy Karbala Police Directorate to issue IDs and legal allowance to the sponsors of service and consolation processions, as the only official body responsible and authorized to organize their work.

The head of the department, Haj Riyad Ne'mah al-Salman, briefed us on the nature of these works, saying: "Issuing IDs for the processions is one of the most important legal and regulatory procedures for the processions during Ziyarat Arba'een, in order to ensure the organization and coordination of their work and to maintain their general context in cooperation with the relevant authorities in the leadership of Karbala police. Thus our work is in two parts, the first is the organizational responsibility of our department and the other is the security part that is the responsibility of the police directorate. So, we coalesce these tasks to be able to issue these IDs and guarantees that no procession can exercise without, especially those that provide their services in the province of Karbala or in the areas and roads leading to it, which are coming from outside Karbala. "

Al-Salman explained: “Our representatives in the governorates have a big role in registering processions wishing to provide services and consolation in their province, then their data is sent to us for the purpose of entering them in a specific database. After which, we issue the authorization and IDs that are considered as an approval of their work, and will ensure the organization of their work and contribute to providing security and facilitating security procedures."

It is noteworthy that the Ritual Department is the only official body responsible for organizing and documenting the work of Hussayni bodies and processions, such as issuing legal IDs and authorizations in cooperation with the security agencies. And the civil society organizations that provide services to the processions and Hussayni bodies are only supportive organizations and are not legally responsible for the organization and documentation.

The holy city of Karbala has issued official documents that confirm that the ritual department of the two holy shrines is the only official and legal body concerned in this regard, and has the right to coordinate with the relevant authorities, and no other party has the right to organize or document these processions.
